Demands city enforce bylaw against honking

She writes to the city's enforcement officer:

This morning before 0630hr the honking picked up where it left off last night at 2230hr, just as I was getting to sleep. I am sorry I do not have a license plate number, since I was asleep - this explains why a ban on honking makes a bit more sense then expecting residents to have license plate numbers when they are busy sleeping!

Why do you play such a stupid game with residents? And why does Councillor Vaughan fight so hard for union rights but can't fight just as hard for residents within his Ward?
